just installed new control arm bushings, tie rod ends and shocks...
car is supported on jack stands under the frame.
should I tighten everything to spec while supported like this or put the weight of the car back on by placing my supports under the lower control arms?

You want to torque them with the suspension loaded, so on ramps or stands as far out on the a-arms as possible.
