Having power steering components rebuilt. Shop manual says use Type A ATF in the power steering system. Its difficult to find. What can I use in place of Type A ATF?

Regular power steering fluid, Type F, and Dex/Merc should work well. I use them all with no problems.

One thing to remember, when most parts are rebuild they are not using (NOS), and I would not want them to. they are using modern materials
so use the latest fluids. this goes for Transmission fluid when dealing with the old Ford transmissions.

That's understandable, but the materials are not that much different from years ago. Rubber seals and gaskets are pretty mush the same. The cylinder rod ( stainless ) is better than the steel one used back in the day but here again the fluid type will still be the same. Transmission fluid in the old days, now using power steering fluid and seeing no difference in original equipment in my 56 Mercury, 56 Crown, and 56 Sunliner and the same power steering fluid going into my Subaru.

I have stayed with Type A for both, everything works well.

I have found type A on line and purchased it by the case for my 56 Ford-o-matic. It is available if you want it. Good luck...
