Went to a swap meet and I found an old issue of Popular Hot Rodding May 1971. In it is an article about "project Y-block". The article goes thru the building of a 312 with Engle cam,Jahns pistons, 3 strombergs, Accel distributor. The 312 was .060 over 322 "screamer" as they said. When put on the Dyno it put out a whopping 258 HP @5500 rpm. Very interesting article with lots of pictures .

Birdman: I have one or two issues of that project. As I recall that is the one where they broke the block over tightening the mains & had to start over again. Unfortunately, that project was also another "black eye" for the Y-block. Much later it was determined & pointed out in an issue of YBM, that the main reason for the poor results was likely the use of the 3 -97s on an Offenhauser intake. First, Stromberg 97s give maybe 450 cfm max, but the main problem was apparently the interior design of the Offenhauser intake, which was later discovered to be a dog! The engine would have performed much better with a different intake, say an Edelbrock or with a suitable 4 barrel carb setup..

You are correct. I guess Offy gave them the parts they needed . That would probably be the reason they used them.
