Paul, my vote is for flathead.  Y starters have a three bolt flange where it bolts to the bellhousing.  Flathead starters have two through bolts and bolt to a "starter plate" that in turn bolts to the bellhousing.

John - thanks.  Now that you mentioned about the mounting,  it cleared the cobwebs

Not to throw a wrench into things, but an early 60s FE starter has the same case and mounting bolts as a flathead. It has a longer shaft for the bendix, though. A 12V starter for a flathead can be made by using the case of the 12v FE starter and the armature of the 6V flathead starter.

I have never seen a FE starter that mounted thru the case, on any of my 58/60 birds or my 58 Ford, all were 2 bolt thru a flange. Could this have been a starter used at another assembly plant?

Lou, Thank you for jogging my memory. I think the two through-bolts on the FE starter bolt into the flanged mounting end plate. The conversion to the flathead starter requires using the flathead front end plate as well as the armature.
