Paul, First things first, while the power valve could easily be an issue, the fact that you set the secondaries too high, leads me to wonder about the primaries.
In the rebuild kit, there will be a gage or instructions. Basically the float wants to be parallel to the top of the float bowl when held upside down. There should be "sight plugs" on the side of the bowls. you want to set the floats so that fuel seeps out those holes at idle. Do them one at a time. Second, Be absolutely sure that you have the metering block gaskets on correctly. With many of the older kits it's very simple to turn them around. All kind of strange things will happen then. 
Worst case, put the carb in a box and send it to me and I'll attempt to get it to work on my own Y.
