The VL21 part number was usa AFTERMARKET makers p/n originally but nearly any or all lifters are made offshore and the sellers online use this VL21 number to imply original quality to the unsuspecting. thats my slant on it after buying some sets listed as such, only to turn up in white cardboard boxes and made in china. Buy only brand named lifters and they might be quality??

That's what I suspected.  I bought the ISKY kit.
