I dont know how its called but my question is Does oil flow into or out of this tube? Is this real needed? both sides of mine are broken

Yes. The tube acts as an overflow for oil passing through the rocker shaft. The main thing is getting oil at each rocker arm. If you can't find the tubes I'm sure it wouldn't hurt anything to just let the oil dribble out. How are they broken? I think they are brazed to a flat plate under the two rocker support bolts at oposite ends of the shafts. It you have the whole thing you should be able to get them repaired. Chuck

Oil flows OUT of that tube from the rocker shaft.Oil feeds into the shaft through a hole in the rocker shaft support..It is to direct return oil into the return in the head.They are not hard to replace or to find to repair yours.Post an ad in the classifieds.

To add to what has been said, per FoMoCo design, the oil 'overflow' from the two rockerarm shaft overflow tubes has purpose:
The overflow tube on the driver's side is to be located at the rear of the cylinder head (near the firewall) and that oil overflow tube is directed toward a pushrod hole that enters the rear of the valve lifter 'valley' area and will provide lubrication to the distributor gear and area where the end of the distributor shaft is supported (housed) in the engine block casting.
The overflow tube on the passenger side is to be located at the front of the cylinder head (near the radiator) and the oil overflow tube is directed toward a pushrod hole in the cylinder head that enters the front of the valve lifter 'valley' area and through openings in the front of the block casting provides lubrication to the camshaft/crankshaft timing gears, and the timing chain.
