does any one no if the bleeder screen washer on top of the top of the carb is supposed to be tight to the carb or a air gap for the small vent holes on the top of the carb

If the ‘bleeder screen washer’ to which you refer is simply the large washer under the air cleaner mounting screw, then the answer is ‘Yes’ in that a gap for air to get to the carburetor air (emulsion) bleeds is required.
