Hi Low brake pedal but brakes work. brakes adjusted & bleed. Pedal about 2 inches from floor. Removed rubber seal under dash to watch pushrod and master. new pushrod with about 1/16 play. When i press the brake pedal the piston moves in with very little resistance for over 1/2 inch. then as pedal gets closer to floor pedal brake pressure gets better. I thought the pressure should be high right away. But if the master was leaking 1 would have no pedal. The car does not have good stopping power nor will the pedal pump up at all. I did not work on car. it is the way i got it. New shoes and brake cylinders. Thanks for any input.

Since you state you did not do the work, first thing I would check is the brake adjustment. Then re-bleed them. Start with the basics. The pedal is adjustable also, the rod bolt is an eccentric. Don't make too tight.
With 1/16" play you should have brakes.

Is it possible that the wrong diameter master cylinder has been installed (I believe 1 inch is correct)? It would seem that if it is undersized that it would take more pedal travel to move the necessary volume of brake fluid?

If the brakes are adjusted I would first re-bleed the brakes.Start with furthest from the master which should be R.rear.L.Rear. R.Front and L.Front.I like to run a rubber hose from the bleed screw into a clean container with brake fluid in it.Keep the end of the hose immersed in the fluid as you bleed each wheel.Make sure the master does not go dry.Keep it filled.Sounds like air in the system.
