It may not be the cause of this problem but it is a good idea to have at least a few web browsers installed.  Things like this can happen where after an update to your primary browser, it no longer works well or at all for your needs so you use another until an update finally comes around and fixes things.  I have experienced things just like that on this site and simply using another browser fixed the problem.  I have 4 browsers installed on my main computer for this reason.  Internet explorer is almost always clunky and slow so I rarely use it.  The others are Chrome, Firefox, and Opera.

Another problem can be hardware.  Even relatively simple tasks like browsing the web requires more and more resources and that can cause problems.  I'm sure most of us aren't upgrading our computers every few years and we aren't buying the latest and greatest when we do upgrade.  This means that a computer that did fine 5+ years ago won't necessarily do so great today.  Opera can actually help in this case because it is less resource hungry than other browsers but it doesn't quite operate in a way that most people are used to so there is a learning curve.  A clue that it could be a hardware problem would be that it works correctly on another computer or device.

I'm thinking it's a hardware or software problem on the user's end since most of us are not experiencing these issues.
