I loosened off both the little bolts on the power steering pulley that bolts to the crankshaft pully/harmonic balancer, but the pulley would not budge. Do I need to remove the center bolt of the crankshaft pulley before the power steering pulley will come free? I know the setup came of a 312, and I heard that some had the power steering pulley welded onto the crank pulley. Is this true?

Yes, the center crankshaft bolt has to come out before the ps pulley will come off.
