They aren't sleeved from the factory. In the case of most gasoline engines, sleeves are used to repair cylinders which cannot clean up with an overbore due to pitting, cracks, scratches, etc. Maybe he worked on one that had been repaired?
If you are going to bore the 272 to 292 specs make sure the cylinder walls are thick enough. If it turns out thick enough, you could make it a 312. It sounds like you'll have a fun combo.
