I removed all the top bolts and the 2 quarter nuts and bolts that hold the fender in the front toward the bottom and I took out the bolts on the bottom by the side door but I can't figure what else is holding it.

There is a bolt through the cowl about halfway up the rear edge of the fender.It is accessed with a long extension and a 1/2 inch socket through a hole in the kick panel inside the car.You'll have to remove the kick panel liner if there is one on there.
