When I was stationed in northern Germany we closed down our base. I was part of the team hauling things to property disposal. We learned a lot about government waste! If you needed two pliers and only had one you could separate the two halves and turn them in a two "broken". When we were almost done with the motor pool we moved to the attic that was full of tires. Some old most new, everything from jeeps to 2.5 ton trucks and earth movers. Anyway, while removing the last of the tires we found a SK top box, still wrapped and strapped shut. It was very heavy and turned out to be full of tools, also still wrapped in rust prevention paper.
Since we had "accounted" for all of the tool sets we figured somewhere along the way someone had got one off the books and hidden it for later removal. Probably one of the German employees. They had been there since the war (some during the war).
Long story short, the Officer I worked for told me it caused more problems to turn in an overage after all sets were off the book, than a shortage. He had me back my car into the shop and helped me load the box! It's still in my garage today although well used by now! Best tool deal I ever got! Chuck in NH
