The accelerator pump adjustment for your particular carburetor is performed with the throttle in the full throttle or full open position. If clearance is put into the arm in the idle position, then a hestation or stumble issue comes to the forefront.
As far as not having enough adjustment to get the required clearance at full throttle, then I recommend pulling the diaphragm assembly back apart and verifying that the spring is located on the correct side of the diaphragm. The spring should be exposed to the fuel when installed correctly. If the diaphragm is installed backwards and/or the spring is located to the outside of the diaphragm (away from the fuel), then you’ll get a false reading regarding the clearance.
