As far as setting a manual choke, the choke plate should be wide open when the choke cable is all the ways in.  Then attach the cable to the carb and then to the cable holder at the carb.  Make sure that when you pull the choke out there is enough room at the outer sheath for the inner cable to operate the choke all the way.  This is for the Holley/Ford 2bbls (94's, 8BA's or later.)

Bobby, what carburetor are you working on? That would be the first order of business. If you have the Holley 94, ECG 5, etc (those are the small two barrels with the 3 bolt bases) there is really only one adjustment to make outside of your choke cable. There should be a small set screw about an inch and a quarter long on the passenger side of the carburetor. Turning this screw clockwise will eventually make the end of it meet the throttle lever assembly that actuates the butterflies. To see how much fuel you are getting past the butterflies when the choke is closed, simply move the choke lever TO THE REAR OF THE CARB as far back as it will go. You should then see the choke plate completely close. Now check your screw on the bottom of the middle lever (or fast idle lever) (you have a lever for the choke, the fast idle lever that contains the screw, and then the wide lever that is a part of the butterfly shaft). Is the screw contacting the shaft? It should be if your choke is closed. I cannot remember the initial setting, but it may not be a big deal anyway what with the change in fuels over the years and all. Odds are that you will have to turn that screw in a few turns at a time until you are happy with the fast idle at a full closed choke. Remember that this screw also serves as your idle adjustment.
