How Much Oil Should be Seen in the Top End

How much oil should be seen in the top end of a freshly rebuilt 368 LYB engine?

I have the covers off and there isn't much flow to the rockers (when driven with a drill and getting about 40 + pounds of oil pressure on the gauge). I did bump the engine around to make sure that cam positioning was changing  for oiling.

There is some flow which is greater on the left side BUT both sides appear to have not much flow.

Are these LYB engines the same as our 312s and have 3 points to align the cam bearings oil passages?
