Does the fender or firewall mounted starter solenoid require a ground?

yes to complete the circuit to activate the soleniod  to allow power to flow to the starter 2 ways to  grd it with a grd strap or grounded with a bolt   trough the bracket  provided the mounting area has a good grd 

Usually, the ground is the two screws that hold the solenoid to the body.  Make sure the solenoid is clean and the screws "bite" into the metal.  Again, usually, there is a ground strap that runs from the engine to the body, usually to the firewall.
