It will be safe to 0 deck the block but wait until you have your crank, rods and new pistons to make the measurement. If you zero it according to the old stuff, it may not quite be right with the new stuff.

have a c1ae block that needs to be dekked.pistons over .030 in the hole.i have rust between 2 cylinders so have to do it.i was only going to cut.025 but now would like to go .030.is this a problem i dont think so but just wanted to check.im surprised how even this block is front to back and side to side.
