The pumps usually just need seals and possibly bearings. They were the same for many years up into the 60's. If you have one that doesn't turn at all I would find another. There are several places that rebuild the ram tubes used to be in the $180 price range and well worth it. I've seen complete rebuilt systems listed for upwards of $1000 on EPay. Check out Dennis Carpenter's online catolog ( page 17 ) .P/S rebuild kit is about $25 .Hoses are about $50 each .As long as your ram is not pitted ??.You should be able to buy 0-rimgs at any hydralic hose place .Hope this helps .
