Can someone tell me if there is a "raised" wear edge inside the rocker on the outside edges that allows oil to the rocker from the shaft, or is it just a clearance that allows the oil to flow?

It's a clearance thing, and remember that the valve train is relaxed during part of its travel, which helps allow oil to flow between the shaft and rocker.
