My horn will honk once and then it blows the fuse. I removed the steering horn ring and could only find some black stuff on the inside of the horn ring where it attaches to the steering wheel, that black stuff was like a sticky felt material but it didn't completely cover the chrome of the horn ring..is this a problem?  The wire and little collar seem to be fine but not real sure. Does anyone have any ideas. horn relay is new (which doesn't mean much). Looking for ideas.

That pad is an insulator so it could be shorting there. Also with age the horn wire get brittle and fray inside the column. If the wire touches it will short. Chuck

If I had to guess I would more likely think you have a bad horn causing the fuse to blow.  If you have dual horns try unhooking one and see if it still blows the fuse.  If it does, hook it back up and unhook the other horn.  If the fuse still blows then the positive (hot) wire from the horns to the relay is shorting to the frame somewhere or the horn relay is hooked up wrong or defective.  The wire at the horn ring is the negative side of the circuit that energizes the horn relay and if that wire grounds to the frame anywhere between the horn button and the relay it will just make the horn blow and not blow a fuse.
