i put a carb kit in my teappot  and it surges while idling could it be a vacum leak?   thanks cliff

A vacuum leak is high on the list of causes for surging.  If you have a spacer under the carb, be sure to check the gasket under the spacer.  A float level set to the incorrect height can also be a contributing factor.  You might double check the idle mixture screw adjustments also.
